TThe Quisumbing – Escandor Film Festival for Health (QEFF) is a nationwide film-making competition and film caravan organized by the Mu Sigma Phi Fraternity. It aims to promote awareness about the different pressing health issues in the country through film. The film festival also aims to establish a network of active advocates for health and also, to create a video library of films for health advocacy and education.

In 2008, the 1st QEFF, with its theme “Malayo sa Bituka”, focusing on the different Social Determinants of Health, sparked proactive campaigns for health reform and propelled the fraternity to be awarded as one of the Ten Accomplished Youth Organizations of the Philippines (TAYO) by the National Youth Commission (NYC).

In 2011, the 2nd QEFF, together with the Philippine Association of Communication Educators (PACE) through President Flordeliz Abanto, takes on the theme “Sa ngalan ng ama, ng anak, at ng ina” to cast the spotlight on Maternal and Child Health. The 2nd QEFF became instrumental in pursuing the passage of the Reproductive Health Bill into the Responsible Parenthood and Reproductive Health Act of 2012- utilized by the country’s lawmakers during the senate hearings as well as catalyzing awareness with the masses during the caravan.

This year, the 3rd Quisimbing – Escandor Film Festival tackles one of the most pressing health issues in the country today, mental health. Its goal is to improve mental health-seeking behavior in the country, reduce the stigma on mental health problems and initiate a culture of acceptance for people with mental illnesses. With the theme: “Tagu-taguan, maliwanag ang buwan” – a rumination of the mental health situation in the Philippines as resembled to the nature of the game hide and seekthe Mu Sigma Phi Fraternity aims to make their oft unheard pleas for aid resonate even more by gathering films that will provide a better glimpse on the experiences of people with mental health issues and enable viewers to have a better understanding of this often taboo topic.

The 3rd Quisumbing-Escandor Film Festival for Health is co-presented by the Department of Health (DOH) and supported by the Philippine Psychiatric Association, UP Manila-Department of Behavioral Sciences and the UP-PGH Department of Psychiatry and Behavioral Medicine.

Any Filipino health advocate, film enthusiast, film-maker and multimedia artist are eligible to join and submit an entry to the Film Festival. Submission of multiple entries is allowed.
