The Mu Sigma Phi Fraternity and the Department of Health officially launched the 3rd Quisumbing-Escandor Film Festival for Health which focuses on the theme: “Tagu-taguan, maliwanag ang buwan.” The launching of the 3rd QEFF was attended by various prime movers of the Mental Health Bill in the Philippines at the University of the Philippines Manila – Museum of A History of Ideas last October 11, 2016.

The program was opened by Most Exalted Brother Jon-Alexis S. Montemayor ΜΣΦ 2017, followed by introduction of the guest speakers by Christopher John G. Macapugay ΜΣΦ 2019. To start the series of talks about mental health, Dr. Ma. Lourdes Rosanna E. De Guzman of the Philippine Psychiatric Association introduced the topic of the burden of mental health in society and the actions being currently executed by the proponents of the House Bill No. 349 – Philippine Mental Health Act of 2016. A follow-up discussion on the stigma of mental health and illness in the Philippines was facilitated by Professor Andrea Martinez of the Department of Behavioral Sciences – UP Manila. On the last part of the talk series, Ms. Krishna Rie Laigo, a spoken word poet, artist, and women’s rights & mental health advocate, shared her experiences on battling her bipolar disorder and inspiring others to rise from their mental health problem.

An open forum was initiated after the series with Dr. Anselmo T. Tronco, Chief of Department of Psychiatry and Behavioral Medicine, as moderator. Ms. Frances Prescilla Cuevas, Chief Health Program Officer and Program Manager of the National Mental Health Program of the Department of Health, gave a briefing of the advances in mental health policy in the Philippines. Lastly, Angelo Rafael S. Cruz ΜΣΦ 2019, Overall Head of the 3rd Quisumbing-Escandor Film Festival, gave a preview on the Film Festival and its objectives.

The 3rd QEFF dares us to step out of the bounds of what is convenient and easy. We are inviting you to accept the challenge, tell their stories through eyes unseen, and be the voice to their speeches unheard. Help us lift the veil and shed light on the feared and misunderstood. Join us in making first of the many steps to break the stigma. Let us show them that they do not need to hide.
